<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt"><FONT size=3><FONT face="Times New Roman">È ora di agire. <SPAN lang=IT style="mso-ansi-language: IT">Solo con una mobilitazione concertata ed efficace possiamo evitare il<o:p></o:p></SPAN></FONT></FONT></P>

<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">emergenza". Presentò numerosi fatti ed argomenti su cui fondava il suo avvertimento.<o:p></o:p></FONT></FONT></SPAN></P>

<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Il tono del suo nuovo appello, il mese scorso, rivela che la sua lettura dei segnali che<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">scorgeva nella nostra realtà ha aggravato la sua preoccupazione. Per l'emergenza, <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">denunciavano, "è necessaria ed improrogabile l'organizzazione di comunità autonome in <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">tutto il paese; comunità i cui membri si autodefiniscano e si autogovernino <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">democraticamente per la produzione-interscambio-difesa della loro alimentazione, i loro <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">generi di prima necessità, la loro educazione e coscientizzazione, con bambini, donne, <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">anziani ed uomini per la difesa della vita, del patrimonio pubblico, dei popoli e della <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">nazione, per la preservazione dell'ambiente ed il rafforzamento degli spazi laici e degli<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">spazi di dialogo, che uniscono in mezzo a differenze ideologiche e di valori<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">condivisi". C'è un chiaro senso di urgenza nel loro appello. <BR style="mso-special-character: line-break"><BR style="mso-special-character: line-break"><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Non hanno lanciato il loro messaggio nel vuoto. Contiamo su forze sociali attive ed <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">allerti che hanno dimostrato vitalità e capacità di agire in molte diverse occasioni. Ma<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">queste forze mostrano segni di assopimento. Occupate nella lotta per<SPAN style="mso-spacerun: yes"> </SPAN>la <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">sopravvivenza di fronte a condizioni che fanno parte dell'emergenza nazionale, o<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">distratte da dispute interne o polemiche irrilevanti, non stanno manifestando una<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">coscienza chiara della situazione né la disposizione d'animo che si deve. <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><o:p><FONT face="Times New Roman" size=3> </FONT></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Ancora una volta, come antenna sensibile di quello che succede in Messico e nel <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">mondo, gli zapatisti diventano il punto di flessione. Questa volta non si tratta di una <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">nuova iniziativa di mobilitazione, come quelle che dal primo gennaio 1994 stanno<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">risvegliando il paese. Si tratta di un situazione limite: le aggressioni alle comunità<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">zapatiste che non sono cessate dal 1994, stanno arrivando al punto in cui sembra<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">non esserci più altra opzione che la resistenza armata.<o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=ES style="mso-ansi-language: ES"><o:p><FONT face="Times New Roman" size=3> </FONT></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><FONT size=3><FONT face="Times New Roman"><I style="mso-bidi-font-style: normal"><SPAN lang=IT style="mso-ansi-language: IT">Paz con Democracia</SPAN></I><SPAN lang=IT style="mso-ansi-language: IT">, insieme ad un numero significativo di organizzazioni sociali e<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></SPAN></FONT></FONT></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">politiche, ha appena presentato una denuncia puntuale di quello che sta succedendo in <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Chiapas ed ha formulato un appello urgente. Non possiamo lasciare che accada. Non è <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">un altro appello nel deserto: è un'esigenza imperativa di agire.<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><o:p><FONT face="Times New Roman" size=3> </FONT></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Dovrebbe essere chiaro, per tutti, che gli zapatisti non potranno essere cacciati dalle loro <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">terre, dai loro territori, e che in nessuna circostanza si arrenderanno mai.<BR>Ma non è così. Autorità locali e federali possono aver dato l'illusione che il relativo <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">isolamento degli zapatisti avrebbe creato l'opportunità di disfarsi di loro. Come disse <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Talleyrand in una situazione analoga, è un crimine ed anche un errore. Un errore di <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">calcolo simile, quando Ulises Ruiz pensò che l'isolamento dei maestri gli avrebbe <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">consentito di reprimerli senza conseguenze, provocò l'insurrezione popolare<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">oaxaqueña. Riprodurre questo errore criminale nel caso degli zapatisti avrebbe<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">conseguenze devastanti. Dobbiamo dimostrare chiaramente, senza riserve né sfumature,<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">che gli zapatisti non sono soli. Hanno cominciato a farlo numerosi gruppi in una<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">ventina di paesi. Dobbiamo farlo in maniera più evidente in Messico. <BR style="mso-special-character: line-break"><BR style="mso-special-character: line-break"><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">Nello stesso tempo, è necessario concertarci per l'azione. Si moltiplicano le prove del fatto che la legge o i diritti umani non sono riferimenti importanti per chi occupa<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">attualmente gli uffici di governo, e che non dimostra neppure competenza politica o<SPAN style="mso-spacerun: yes"> </SPAN><o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">sensatezza nella sua ossessione di consegnare il paese a chi spinge per la consegna della <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">merce. <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><o:p><FONT face="Times New Roman" size=3> </FONT></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">A poco a poco, in lungo e in largo per il paese, emergono le comunità autonome alle <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">quali faceva riferimento Paz con Democracia. Le si incontra ad ogni passo, in quartieri e <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">villaggi, nel Messico profondo. Ma non basta. È necessario accelerare il passo e <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">moltiplicare le iniziative pubbliche. C'è bisogno di dighe di contenimento efficaci <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">davanti all'ondata irresponsabile di decisioni ed iniziative che hanno creato la situazione <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">di emergenza e che oggi ci spingono sull’orlo del precipizio. <o:p></o:p></FONT></FONT></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><o:p><FONT face="Times New Roman" size=3> </FONT></o:p></SPAN></P>
<P style="MARGIN: 0cm 0cm 0pt"><SPAN lang=IT style="mso-ansi-language: IT"><FONT size=3><FONT face="Times New Roman">La guerra che sta avvenendo non si concentra solamente sugli zapatisti. Ma una varietà di fattori e circostanze li collocano nuovamente al centro dello scontro ed associano il loro destino con quello del paese. Sarebbe suicida non tenerne conto.<o:p></o:p></FONT></FONT></SPAN></P>
